Living Goods continues to work closely with governments and their partners to strengthen national community health systems. This role leads strategy development and implementation of digital health solutions so that performance management opportunities are met. She/he leads the entire value chain, from solution design, project management and eventually, deployment to clients. The role understands government/partner community-level digital health needs/gaps as well as the external digital health landscape including suppliers, technology providers to ensure that solutions, systems and processes all lead to the desired impact goals. The role works collaboratively with the new country expansion team and country community health partnership teams. This dual reporting lines apply, directly to the Chief Technology Officer and indirectly to the Regional Director, New Countries.
SKILLS & COMPETENCIES
10 years’ experience or more in identifying and implementing new technologies at scale, ideally in the public health space. You have worked closely with governments to gain buy in for implementation. You can engage in technology technical discussions at various levels (including government ministers and technocrats) to suggest/lead solutions.
10 years’ experience working with African governments at senior levels, negotiating and selling proposals to governments to adopt new technology. Deep understanding of always evolving digital health and community health landscape in Africa
Innovation and creative thinking with exceptional problem-solving skills. Broad understanding of digital technical frameworks, their current limitations, future trends and industry requirements. Experience initiating change processes of technical solutions and proactively involved in managing innovation and change related to implementation. Ability to continuously identify, file and follow-up new features and issue requests during implementation. Ability to understand client and partner requirements and design future state workflow for effective solutions.

MINIMUM QUALIFICATIONS
Bachelor’s degree in Business Administration, IT/Computer Science, or relevant field
Project Management Certification (advanced levels) preferred.
Responsibilities
Create strategy and scope opportunities
Design and develop the digital health strategy in line with overall organization strategy, applying lessons from work done in existing countries, external trends and best practices and new research in the technology space
Provide direction and advice to leadership and country teams on digital health strategy. Be the trusted advisor to governments in co-designing and implementing digital solutions.
Identify and target new opportunities to work with Governments and their partners, manage and prioritize the pipeline of opportunities. Engage and support new opportunities through the management of internal and external stakeholders. Lead scoping trips and research, and where opportunities turn to implementation; lead the design of the new/revised initiatives and the technical set-up of operations
Design digital health models for various scenarios as LG scales into new countries, within existing countries and products
Undertake periodic review and realignment of the digital health strategy with stakeholders; LG staff, Government, implementing partner organizations and others
Provide key information and updates regarding strategy and digital health performance to other departments and external key stakeholders
Lead Digital Health Operations
Lead the development of global digital health operating models and plans. Lead and coordinate all external and internal stakeholders ensuring input and engagement in their development
Determine optimal digital health platforms for different contexts (new countries, counties/districts (existing country operations) and the most effective means of co-creating digital health performance management solutions
Oversee the digital health program/project implementation, coordinating resources across tech and program operational teams, staying close to implementation on the ground while ensuring that projects are focused on delivering outcomes
Develop plans that ensure digital health activities are continuously aligned; within the tech team (Software developers, Product managers, digital partnership managers) with the new country, community health partnership and operational teams, tech partners, Government and other stakeholders
Monitor, evaluate and develop corrective action plans ensuring programs/projects are delivered within plan and aligned to goals
Lead the development and implementation of processes, policies, systems to support operational effectiveness and compliance
Build and maintain relationships and networks
Develop and maintain strong relationships with governments, NGOs, development partners, solution providers, implementing partners and innovators in the mobile and health industry to create a pipeline of opportunities and stay up to date with new developments and innovations.
Coordinate working relationships with Government and in-country partners to deliver long term organization goals. Negotiate, set-up and manage expectations, reporting structures, communication channels, payment mechanisms etc.
External Relations & Advocacy
Raise Living Goods’ digital health visibility at conferences and meetings and identify opportunities to showcase Living Goods’ work nationally and globally. Represent Living Goods in external high-level meetings, workshops and conferences.
Build coalitions with other digital health organizations / individuals, relevant funders etc. to further LG work. Share relevant evidence and program insights to internal and external audiences.
Business development
Support Living Goods’ Business Development team with bids and proposals in response to Government, Foundation or other Donor solicitations that support LG’s objectives.
Develop and communicate digital health content related to reporting requirements for funders.
Identify and develop funding opportunities to further digital health strategic agenda
People and Culture
Lead organization design to implement the strategy
Establish effective and efficient ways of working (RACI, RAPID, etc.) in-country, LG globally and with external stakeholders
Manage talent: Ensure optimal operating capacity (recruitment and retention), develop teams and individuals (learning and development through coaching, mentorship and other support)
Build a culture of high performance, an engaged workforce in line with the organization values
