The Finance Manager is responsible for supporting FSD Africa and FSDAI’s financial sustainability by ensuring good financial planning and management as well as overall compliance with FSD Africa and Investment Partner policies and with statutory rules and regulations. He/She is responsible for the day to day financial operations; implementing FSD Africa’s financial program/system to provide effective support to the institution. He/She plans, directs, and is responsible for providing quality financial services to all projects, units, and staff of FSD Africa/FSDAI. The Finance Manager reports directly to Chief Finance Officer and works closely with Senior Management and other cross-functional teams to ensure that partnership is developed between finance, and other departments/pillars.
Qualifications and Education
Degree level
Professional qualification in ACCA and or CPA
Excellent written and spoken English
Experience, Knowledge and Skills
At least 5 years of experience in a similar role with a reputable medium to large organization
Detailed knowledge of IFRS and Tax Management
Responsibilities
Accounting and Financial Reporting
Ensure the timely and accurate production of financial reports as required by management, investment partners, auditors, statutory bodies, and other stakeholder
Liaise with all stakeholders to understand the schedules and templates for financial and management reports; liaise with the Accounting Systems Analyst to ensure that the ERP is set up to record necessary data and produce desired reports
Ensure that the team are following financial policies, standards, and procedures, and inputting all required data on time and accurately
Ensure that all required reports are generated, checked for accuracy, compliance with policy and professional standards, and submitted to stakeholders within the required timelines
Support internal and external audits, and/or queries from statutory bodies, providing all requested information and implementing any agreed corrective actions
Accounting and Financial Reporting
Work closely with the Financial Analyst to provide accurate, timely and meaningful financial analysis and management information; enabling Management to make effective financial decisions:
Contribute to the development of the annual and project budgets by providing guidance to pillar heads/budget holders:
- Provide costing analyses as requested
- Ensure that annual budgets are entered into the accounting system to support subsequent reporting
Monitor spend against budgets (for both FSD Africa and FSDAI) and provide regular analysis to communicate status and highlight any areas of concern
Review daily trial balance, monthly and annual financial statements, and ensure they are prepared in accordance with statutory, International Financial Reporting Standards, and set internal procedures
Review all reconciliations on a monthly basis to ensure these are processed in a timely manner, accurately, and agree to the general ledger
Respond to and provide advice on finance related queries from other Departments or Pillars
Accounts Receivable
Oversee the management and monitoring of incoming funds (grants and investment interest) to ensure timely and accurate receipt:
Ensure that all expected income and all receivables are scheduled in the financial system in a timely and accurate basis
Liaise with the Financial Analyst to map donor budget into the FSD Africa’s accounting format for easy, timely and accurate monitoring
Ensure monthly monitoring of receivable reports and analysis to facilitate timely collections from implementing partners
Ensure that the invoicing and/or fund requests from donors are made in accordance with the agreed schedule
Ensure monthly reconciliation of the expected vs actual income
Disbursement of Payments
Oversee the disbursement of funds; ensuring that accurate and timely payments are made to vendors, implementing partners, service providers, and other stakeholders:
Ensure that all payments and funds are disbursed accurately and on time, and that the general ledger and sub ledgers are updated
Plan and allocate payroll costs to project and donor budgets, and ensure that the payroll is processed on a timely and accurate basis
Ensure team compliance and that all payments are made in line with FSD Africa’s financial policies and standards
Ensure that all matters relating to tax reporting and payments are made accurately and on time
Financial Administration
Ensure that routine financial administration is carried out in accordance with good accounting practice:
Oversee the management of inventory at all times (consumables and fixed assets), and ensure the accuracy of FSD Africa’s fixed asset register
Ensure that financial records (both system and physical) are adequately maintained within FSD Africa
Provide team, staff, and suppliers with guidance and sensitisation on improved payment processes, accountability, and practices
Team Leadership
Lead the Finance team in effective and efficient management of financial resources and the provision of high levels of (internal & external) customer service:
Build and maintain a cohesive team, ensuring that the unit is resourced with the technical expertise necessary to deliver on responsibilities whilst remaining lean and efficient
Provide leadership to the team, managing their performance and providing an engaging leadership style to ensure motivation. Carry out their performance appraisals and identify training and development needs
