Responsibilities

The Partnership for Regional East Africa Counterterrorism (PREACT) is a U.S. Government multi-year interagency regional program, overseen by the Department of State, to build the capacity and resilience of East African governments and civil society to contain the spread of, and ultimately counter the threat posed by, al-Qa’ida, al-Shabaab, and other violent extremist groups.Our instructors will advise and support deployment of Group II UAS Capability, identify candidate locations for initial and follow-on Group II UAS deployment, develop plans for pilot test and rapid rollout of Group II UAS employment, support establishment of in-country mission planning, sustainment, and PED processes, identify and resolve operational challenges to supporting desired op-tempo, provide assessment of constraints and opportunities to actualize Group II UAS capability.

The primary focus in 1st and 2nd Quarter of 2020 is to establish and build the KDF UAS ISR program maturity rapidly in order to facilitate the successful deployment of Group II UAS operations. These activities will also help build out the TTPs, systems, and lessons learned to support and improve a large cohort of UAS operators expected to undergo training and certification in 2020. There is a critical need to formalize a number of low-level tasks associated with sustaining and institutionalizing the KDF UAS program. Specifically, maintenance documentation (2404), issue/turn-in receipts, inventory management (excel vs. chalkboard), pre-mission op-orders, flight logs, and post-mission reporting. The training will provide the maintenance/repair skills necessary to sustain the GhostRay platform’s operational utilization and provide advanced skills to operators in order to develop a cadre of KDF personnel that can support the initialization of operations for security missions. The maintenance portion will focus on component replacement, utilization of 3D printing – GhostRay specific, and providing fiberglass patches. The operator training will include managing multiple aircraft in shared airspace, conducting GCS hand-over in-flight, establishing operating parameters, mission planning and execution template developed during the UAS administrative support period.

We will pay particular attention to Level II & III Maintenance, repair, and sustainment training for the platform consisting of component testing and replacement: composite patching and repair for aircraft exterior, removal and installation of electrical interior systems, GCS (Hardware, Software, and Telemetry) component testing, replace, and repair.

We will further develop and implement training flight and mission log information management process, identify and secure access/use of existing datasets to support mission planning, Identify data analysis tools and provide training on utilization to support the ISR mission, capture and utilize environmental and atmospherics data in ISR training/mission area, Apply analysis to both qualitative and quantitative datasets, develop process for collection, analysis, and dissemination of ISR mission video captures, develop and implement intelligence reporting infosec and dissemination procedures, diagnostic analysis of aircraft, payload, and associated systems performance.

We will continue to develop the mission profiles to leverage enhanced payload and flight times, develop or modify existing TTPs to incorporate adjacent organization coordination processes, develop or modify existing TTPs and mission profile selection based on data analysis, validate newly proposed or modified TTPs in training area to confirm/deny based on data, develop and implement system for TTP introduction and receiving feedback from operations.
