The Monitoring and Evaluation Specialist (M&ES) will support the effective and efficient management and implementation of the country program and projects through driving development results planning, monitoring, evaluation and reporting in line with IRI and donor requirements. S/he will work closely with the Resident Program Director in establishing proper internal systems for project monitoring, quality assurance and evaluation. The Monitoring and Evaluation Specialist reports directly to the Resident Program Director (RPD).To apply, please submit your resume and cover letter on or before October th, 3. Responsibilities: Liaise regularly with IRI's Office of Evidence and Learning Practice (ELP) and Washington, DC-based Kenya Program staff to ensure smooth communication and sharing of relevant data for regular and final reports;Assist IRI-Kenya in implementing their learning strategies, including collaboration, learning and adaptation initiatives, after action reviews and reflection sessions, to ensure that data is both reported and used to improve IRI's program.Directly supports program staff in the development and review of robust M&E plans and data collection toolsConduct data quality checks for program sub awardeesEnsure that proper monitoring and evaluation is carried out at outcome level and provide input to extract and capture impact and lessons learned;Support donor reporting to ensure that regular and final reports cover outcome indicators and strategic information on results and impact interventions;Orient and train staff members and project implementing partners in understanding and applying results-oriented M&E policies, tools & methods;Ensure that M&E is carried out according to schedule, meets quality assurance standards, and that findings and/or recommendations are implemented;Establish and maintain effective mechanisms for monitoring the Kenya Program's implementation and specific projects as needed;Undertake regular field visits to ensure compliance and timely execution of planned monitoring and evaluation by the program and its various projects;Manage all reporting and data platforms and files in the Kenya office related to effective monitoring and evaluation;Research, write and edit time-sensitive program documents, M&E plans, activity reports, project proposals, and findings;Provide efficient and timely action on administrative and accounting matters, written assignments and submission of reports.Contribute to IRI Kenya social media updates by providing data and evidence of program results.Assist the Program Officer from time-to-time with projects and objectives, and assist in developing work product in collaboration with other staff;Travel from time-to-time, independently and/or as part of a team, to various locations throughout Kenya to support IRI's programmatic and M&E objectives; andPerform any other duties as assigned by the RPD or his/her immediate supervisor. Position Requirements: Undergraduate degree in monitoring and evaluation or related field;Three to five years professional experience managing monitoring and evaluation system for an international development organization.Experienced in designing or participating in baseline, mid-line and end line evaluations.Knowledge in developing of data collection tools using different platforms such as kobo collect, Microsoft forms etcExperience in qualitative and/or quantitative data collection and analysis methodologiesExperience in drafting MEL workplan, understanding a logic model and MEL plan is a plusExperience working directly with political parties, civil society organizations/NGOs and/or legislative bodies, and/or marginalized groups is an added advantageStrong written and oral communication and presentation skills not limited to power point;Demonstrated experience working with USG funded projects and familiarity with USG monitoring and evaluation tools and processes, especially USAID and Department of State;Demonstrated experience in supporting business development and capture efforts, including collecting intelligence from potential donors and partners and demonstrated success in securing funding in challenging/competitive environments;Ability to communicate skills and experience to others as a trainer, advisor, or technical consultant; sensitivity to working in advisory role with local organizations;Ability to work independently and as a member of a team to coordinate and lead the efforts of other staff to effectively meet program goals. Qualifications Behaviors : Motivations : Required Bachelors or better in Political Science or related field.
