Overall purpose of the role:This role has a regional focus and ensures compliance to DRC procedures and guidelines within the whole regional area. The role contributes to the development of regional strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing activities with regional scope.Key responsibilities:Monitoring and EvaluationAssist the Regional Project Manager in developing strong indicators and logical frameworks for new projectsSupport the Regional Project Manager with the active implementation of their Monitoring & Evaluation plans, ensure Monitoring & Evaluation plans are updated timely and Monitoring & Evaluation findings are in place for all donor reports.Coordinate with field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary dataLink with data and grants management tools developed to collect information and profiling. Support team to use these tools on all projects activities levels.Organize, participate and collect field data and process/analyze this dataTake part and carry out assessments, evaluation and any other form of survey or review of projectsUndertake field trips and do physical observation on ongoing projects Guide the regular sharing of the outputs and the Monitoring & Evaluation findings with projects staff and implementing partnersCapacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needsReview the questionnaires developed for the assessments by the field teamDevelop and strengthen DRC's Monitoring & Evaluation department including coordinating recruitments, capacity building and performance managementTake the lead in supporting of all external evaluation consultancies of large DRC projectsAccountabilityCoordinate the design and implementation of accountability systems for DRC projects working closely with relevant managersBuild the capacity of staff to plan and implement effective accountability systems for the country programmeStrengthen the beneficiary and feedback complaint mechanism and set-up new systemsLearning and project qualityDonor focal point for Monitoring & Evaluation components of projectsParticipate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmesRegularly present key Monitoring & Evaluation findings to the Senior Management Team for further developmentSupport DRC's aim for further strengthened integrated programming and actively propose ways of achieving this using Monitoring & Evaluation findingAs Coordinator the post-holder is responsible for the following:Responsible for coordinating strategy and operations within a specific discipline in a region or countryUsually has technical line responsibilities within a given discipline, for both strategy and operationsProvides expert advice and support to set strategy and assure operational quality and compliance.About youIn this position, you are expected to demonstrate DRC's five core competencies:Striving for excellence: You focus on reaching results while ensuring an efficient process.Collaborating: You involve relevant parties and encourage feedback.Taking the lead: You take ownership and initiative while aiming for innovation.Communicating: You listen and speak effectively and honestly.Demonstrating integrity:You act in line with our vision and values.Qualifications and ExperienceMaster's degree in relevant field (development, social research preferably with a focus on monitoring and evaluation as well as compliance issues)Minimum of 5 years of work experience within the field of monitoring and evaluationExperience working with International NGO's, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergenciesExperience working in monitoring and evaluation of relevant programme sectorExperience in developing/ guiding information management systems for large humanitarian programsExperience in participatory assessment and community-based monitoring approachesClear understanding of Core Humanitarian Standards (CHS);Experience with capacity building of staff, and in convening and facilitating trainings and workshopsFull professional proficiency in English including excellent analytical and report writing skills
