Be a Kenyan Citizen
Be a holder of a Bachelor's Degree in Accounting, Finance, Business Administration, Commerce or related discipline from an institution recognized in Kenya.
A Master's degree in MBA, Economics, Statistics, Finance or Accounting from a recognized institution in Kenya will be an added advantage
Must be a Certified Public Accountant CPA (K) or Association of Chartered Certified Accountants (ACCA) or Chartered Financial Analyst (CFA) or its equivalent.
Must have Served as Principal Fiscal Analyst/Assistant Director of Finance for a minimum of four (5) years or at least eight (8) years of experience in a relevant field.
Be in possession of a management/leadership certificate for a course lasting not less than (4) weeks from a recognized institution;
Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing.
Proficiency in computer applications;
Met the requirements of Chapter Six of the Constitution; and
Demonstrated professional competence and ability as reflected in work performance and results.
Duties and Responsibilities:
Reports directly to the Chief Officer Finance and is in charge of the County Treasury Accounting Services and responsible for the following duties: -
Monitoring & controlling budgetary commitments;
Coordinating the allocation of resources/ AIEs to departments and other County Organs;
Coordinating, preparing and submitting County Treasury exchequer requests / withdrawals from County Revenue Fund (CRF) and any other public fund to COB;
Implementing the formats for requisitions and approvals of withdrawals of funds as guided by COB;
Providing technical advice on the preparation of special reports on particular issues upon
request by the Governor, County Assembly or any other state organ.
Preparing County Treasury quarterly and annual budget implementation reports;
Preparing special reports on particular issues as may be requested by COB;
Assist in ensuring that the County resources are used in a legally authorized way, effectively, efficiently, economically, and transparently in line with the PFM Act;
Coordinating the maintenance of proper financial and accounting records that comply with the PFM Act;
Assist in addressing and resolving audit issues raised by the Office of the Auditor General;
Coordinating the preparation of the county and Sectoral Public Expenditure Reviews and the sector reports.
Liaison with HRM on County Treasury Staff matters and implementation of schemes of service for Accountants
Any other duties lawfully assigned by the Accounting Officer
Terms: Permanent and Pensionable
Remunerations: as set by the Salary and Remuneration Commission (SRC).
