Requirements for Appointment
For appointment to this grade, a candidate must have:-
At least fifteen (15) years' cumulative relevant work experience, three (3) of which should have been at the grade of Deputy Chief Supply Chain Management Officer, Grade AD 14 or in a comparable position;
Bachelor's degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Chain Management, Procurement, Commerce (Supplies Management Option), Business Administration (Supplies Management option) or equivalent qualification from a recognized institution;
Master's degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Chain Management, Procurement, Commerce (Supplies Management Option), Business Administration (Supplies Management option) or equivalent qualification from a recognized institution;
A valid practicing License from Kenya Institute of Supply Management;
Registered by Kenya Institute of Supplies Management (KISM) or relevant professional body;
Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution will be an added advantage;
Proficiency in computer applications;
Fulfilled the requirements of Chapter Six of the Constitution;
Demonstrated professional competence and managerial capability as reflected in work performance and results; and
Demonstrated a clear understanding of national development policies, goals and objectives and ability to integrate them in supply chain management function.
Duties and Responsibilities
Duties and responsibilities will entail: -
Formulating and reviewing procurement policies, strategies, regulations and procedures;
Planning, organizing and coordinating Supply Chain Management Functions;
Overseeing purchasing, and control of materials;
Ensuring proper interpretation of procurement policies, regulations and procedures;
Spearheading the preparation and implementation of the Procurement manual and templates;
Coordinating internal auditing and evaluation of supply chain management processes;
Overseeing periodic valuation of the Organization's assets;
Initiating disposal of unserviceable, obsolete and surplus stores and equipment;
Monitoring and evaluating suppliers' performance;
Ensuring periodic market research and surveys of goods and services;
Negotiating major procurement contracts;
Overseeing implementation and effective use of e-Procurement system;
Coordinating preparation and consolidating Procurement budgets and plans;
Ensuring compliance with all regulatory requirements and ethical standards relating to Procurement of goods, services and works;
Ensuring timely Procurement of goods, services and works;
Overseeing safe Custody of procured goods;
Liaising with suppliers to ensure that all queries are dealt with;
Initiating periodic stock taking and stock audit;
Secretary to Procurement, Disposal and Tender Committees;
Managing and developing staff;
Coordinating implementation and Monitoring of Procurement and Disposal Plans;
Overseeing preparation of statutory reports;
Conducting training needs assessment;
Overseeing performance contract reporting;
Deployment of staff in liaison with the Vice Chancellor;
Giving recommendations and professional opinion to the Vice Chancellor on award of tenders and disposal; and
Ensuring compliance with the Public Procurement Law.
