Duties
The Deputy Director for Program and Science serves as the most senior locally employed staff member in the Division of Global HIV (Human Immunodeficiency Virus) and Tuberculosis (TB), at the Centers for Disease Control and Prevention (CDC) Kenya office and reports directly to the CDC USDH Program Director (GS-15).
The incumbent provides leadership, oversight, management, and coordination for public health programmatic goals and objectives including developing notice of funding opportunities (NOFOs) and proposals that pertain to funding and implementation of program activities and participates in decisions related to the commitment of resources (President's Emergency Plan for AIDS Relief (PEPFAR) including recommending the hiring of personnel and allocation of funds.
The job holder is an FSN Direct-Hire appointed to perform inherently governmental duties, such as supervision of USDHs and serving as a Project Officer responsible for performance management of multiple large cooperative agreements, interfacing with headquarters (HQ) grants management office as needed.
Qualifications and Evaluations
EXPERIENCE:
7 years of mid-to-senior level public health experience in developing, implementing and evaluating, public health, GlobalHealth security, or other relevant public health programs that involve coordination with an international agency or implementing partner is required.
An additional one-year managerial experience managing human and financial resources of international projects or programs is required.
JOB KNOWLEDGE:
Comprehensive knowledge of current public health issues, disease detection, prevention and treatment activities, community engagement, behavior change, especially in the international public health setting, is required.
In-depth knowledge of the range of programs, policies, regulations, and precedents applicable to development and administration of national and international public health program is required.
Detailed knowledge of the host government health care system and structures (including familiarity with MOH policies, program priorities, and regulations) is required.
Good working knowledge of team management techniques to plan, organize, and direct multi-disciplinary project teams and activities is required. Must be conversant with survey design and questionnaire development and with data management programs.
Education Requirements:
Doctoral level degree, Doctor of Medicine (MD) or host country equivalent degree in medicine, public health, biology, epidemiology, or psychology is required.
