Duties and responsibilities will entail;
Coordinate the development, review and implementation of the Authority's Strategic Plan, Performance Contract, Annual work plan and Service Charter;
Establish and implement a Monitoring and Evaluation framework for the implementation of the Authority's strategy; programmes and projects;
Coordination, preparation, monitoring, evaluation and filing of the Authority's Performance Contract;
Coordination, compilation, monitoring and evaluation of the Authority's Annual Work Plans;
Develop and review institutional strategic objectives and policies and ensure alignment with National Development Plans;
Coordinating corporate performance management process of all the Authority's departments.
Develop, implement and review Partnership & Resource Mobilization objectives, strategies and policies;
Develop policies, strategies and tools for monitoring and evaluation of projects and programmes; Monitor, evaluate and report on implementation of the Authority's projects and programmes;
Liaise with relevant departments in developing and implementing a Risk Framework and Risk Management manual for the Authority;
Liaise with relevant departments in identifying needs and link the Authority to donors and strategic partners;and
Oversee the implementation of Quality Management System (QMS); ISO Certification; and other Business Process re-engineering initiatives.

Person Specifications
For appointment to this grade, an Officer must have:
Bachelor's Degree in the following disciplines: Economics, Statistics, Mathematics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized
Master's Degree in the following disciplines: Economics, Statistics, Mathematics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized institution;
At least ten (10) years working experience three (3) of which must be at middle level management;
Leadership course lasting not less than four (4) weeks from a recognized institution;
Computer literacy;
Fulfill requirements of Chapter Six of the Constitution of Kenya.
