Duties and Responsibilities
The Director will be responsible to the County Solicitor.
Specific duties and responsibilities will include: -
Supervise officers serving under him/her;
Drafting and publishing legislative proposals for the County. Government,
Legal research and preparation of case briefs and legal opinions;
Negotiation, drafting, vetting and interpretation of contracts, agreements, public private partnership, memoranda of understanding and treaties;
Prepare advisories to county departments agencies and county cooperatives on contract and other legal matters in consultation with County Solicitor
Lodging and following up on registration of leases and property ownership documents on behalf of the County Government
Represent the county government and its: agencies 'in court in any legal proceedings to which the county government is a party to or has interest other proceedings;
Timely, update the County Solicitor and County Attorney on progress of court cases;
Coordinate, record, verify and oversee execution of pleadings and witness statements;
Performing any other function as may be necessary for the effective discharge of the duties and the exercise of powers of the office of County Attorney as directed by the county solicitor
Requirements for Appointment
For appointment to this grade, a candidate must have: -
Bachelor of Laws (LL. B) degree from a recognized university in Kenya;
An Advocate of the High Court of Kenya with a minimum of consecutive ten (10) years of active practice post admission as at the time of Application;
Postgraduate Diploma in Legal Studies from the Council of Legal Education;
Proficiency in computer applications;
Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of County goals, policies, objectives and ability to relate them to proper management of legal affairs.
Must be holder of valid current practicing certificate
Satisfy the requirements of chapter six (6) of the Constitution of Kenya 2010 on leadership and integrity.
Master's degree in Law from a recognized university would be an added advantage;
Must demonstrate a track record of appearance and representation of clients before
Superior Courts of law.
