Duties and Responsibilities
An officer at this level will be responsible for;
Review of sector/s development policies, strategies, programmes and projects;
Preparation and evaluation of development programmes, projects and monitoring of their implementation;
Conducting feasibility studies, determining project viability and setting project priorities;
Collection, collation and analysis of economic planning or specific sector/s data,
computerization and analysis of data;
Preparation of estimates for the Program Budget;
Expenditure monitoring;
Prioritization of programs and activities for Results Based allocation of resources;
Initial evaluation and scrutiny of expenditure proposals;
Oversight of absorption of funds and expenditure trends;
Performance measurement;
Budget planning, analysis, forecasting and reporting for a specific sector/s, sub county, location, service or area of activity;
Processing of Medium-Term Expenditure Framework and revised estimates budget;
Taking initial action for the budgeting of donor financed projects, reviewing of financial
implementation of such projects and monitoring commitments on expenditure;
Development of Budget Policy and Policy analysis writing and submitting reports on specific assignments;
Supervising of technical and other supporting staff officers working under them.

Requirements for appointment
For appointment to the grade of Economist 1 / Statistician I, an officer must have: -
Served in the grade of Economist II /Statistician II, for at least three years; or other comparable and relevant position in the Public Service;
shown merit and ability as reflected in work performance and results; and
demonstrated professional ability, initiative and competence in organizing
directing and executing work at this level.
