SG&R will leverage RTI's experience designing and delivering multisectoral programming and technical solutions to respond to climate change, build resilience, and promote economic growth around the world.Project DescriptionThe USAID funded Power Africa Empowering East and Central Africa (EECA) activity will increase the availability of and access to affordable, reliable, sustainable, and clean energy in East and Central Africa with a focus on ending energy poverty, accelerating a carbon free future, and bolstering energy sector investment and innovation. EECA will support the accelerated connection of more East and Central African homes, businesses, and institutions to reliable electricity and increase its productive use; reduce greenhouse gas emissions from the energy sector by supporting cleaner electricity generation and just energy transitions; and increase energy sector investment, working in partnership with East and Central African governments to improve the enabling environment for the energy sector.Job Summary: The HR Specialist will be responsible for the Administration, Coordination of HR programs, processes and operational support services for the Empowering East and Central Africa (EECA) activity. S/he will support formulations of solid HR strategies and implement project human resources initiatives to attract, develop, motivate and retain the most suitable talent throughout EECA activity and facilitate successful performance management. This position is based in Nairobi, Kenya and reports to Human Resources Manager (HRM) ResponsibilitiesSupports HRM in disseminating identified priorities, allocated tasks; and ensures strict adherence to procedures in the area of selection and recruitment of temporary and longer-term staff.Track Private Medical Insurance (PMI), WIBA, GLA, GPA expiry dates, deletions, additions and preparation of requisitions and follow up on renewals.Maintain HR (including non-personnel) files; Track and compile the project leave schedules, setting up all staff absence by receiving and filing PTO authorizations, performing the functions of absence monitoring and recording; Advise staff on their leave entitlements.Ensures facilitation of knowledge building and knowledge sharing in the Project focusing on key HR Issues: Organization of trainings for the operations/ projects staff on HR issues: Synthesis and sharing of lessons learnt as best practices in HR as well as coordinating sound contributions into IDG HR website and other relevant knowledge networks or communities of practice.Orientation and induction focal person; provides information to staff members on their employment conditions and entitlements, including on-entry briefings, facilitate Local National orientation and file orientation reports as espoused in the project on orientation and induction.Conducting monthly payroll reviews, updates, and reports.Support in office registration and OSHA compliance.Responding to employee's queries and resolving issues in a timely and professional manner.Assist in development of management of HR programs- employee wellness.Ensuring compliance with all legal requirements.Ensuring review of monthly timesheets.Perform other duties as assigned. QualificationsMaster's degree and 1 year of experience or Bachelor's Degree in HR, Business or Public Administration with specialized certification in HR and 3 years of working experience in HR administration is required at the national or international level. Or equivalent combination of education and experience, CHRP-K qualification., strong knowledge of HR policies and practices, experience with HRIS.Skills & AbilitiesAbility to perform a broad range of specialized activities related to HR management, including administration of recruitment, contracting and performance evaluation, monitoring of transactions and reporting.Demonstrated openness to change and ability to manage complexities and remains calm, in control and good humored even under pressure.Solicits feedback from staff about the impact of his/her own behavior and responds positively to critical feedback and differing points of view.Ability to use Computer accounting packages; MS Office products, MS Access, MS Word, MS Excel, MS PowerPoint etAbility to work under pressure and meet deadlines for reporting.
