ACCOUNTABILITIES/RESPONSIBILITIES:
Guide and manage the 2025 Outcome monitoring (OM) team. Lead the mission ensuring the OM is conducted as per the TOR. Draft and revise (as required) and finalize technical note that includes among others:
Detailed OM design, sampling methodology, and sample size calculations.
Quality Assurance Plan.
Detailed work plan, including, timeline and activities.
Bibliography of documents/secondary data sources utilized.
Final data collection tools.
Data analysis plan.
Develop a Power-point presentation on methodology, overall survey plan, timeline and activities and present this to WFP and for discussion and inputs before field work begins. Plan for field work, ensuring data collection tools are tested and digitalized and enumerators are adequately trained. Lead the OM team in ensuring both qualitative and Quantitative data is collected as per the OM work plan. Take lead to ensure data cleaning and data analysis are done as per the data analysis plan Do a final OM report, including a first draft, revise as required and a final report ensuring all required annexes to the final report are included in the report. The OM report should be accompanied by the following.
Summary from key informant interviews, focus group discussions, etc.
Table of all standard and custom indicator baseline and OM values.
Sampled sites/maps.
Prepare a Power-point presentation of main findings and conclusions for de-briefing and dissemination purposes. Attend a debriefing session with stakeholders and present the OM findings. Represent OM team in all forums and take lead in handling any issues related to the delivery of the OM.

DELIVERABLES AT THE END OF THE CONTRACT:
Technical note with a clear methodology and timelines to execute the TOR.
Final OM report.
Summary from key informant interviews, focus group discussions, etc.
Table of all standard and custom indicators with baseline and OM values.
List of sampled sites.
All data including final analysis.

Education:
At least a Masters of social sciences or education, nutrition, agriculture.

Experience:
20 years' experience in research, evaluation and or baselines.

Knowledge & Skills:
Expertise in designing methodology and data collection tools and demonstrated experience in leading similar assignment, baseline, review or evaluations. Leadership and communication skills, including a track record of excellent writing and presentation skills. Expertise in managing multidisciplinary and mixed quantitative and qualitative method evaluations, complemented with significant experience in other development and management positions.
