Job Purpose
An officer at this level will be responsible to the Director, Diagnostic and Health Information in the provision of health information services in the hospital.
Duties & Responsibilities
Coordinate and review health records and information management policies and guidelines;
Develop specifications for health record supplies to facilitate procurement;
Provide technical and professional guidance on health records and information management;
Participate in planning and budgeting for the health records management;
Coordinating training and development of staff;
Oversee the execution of the approved work plans and budgets in the units;
Maintaining safety and confidentiality of records and information;
Participate in succession planning through couching and mentorship;
Prepare and submit departmental performance reports;
Developing health data quality audit tools;
Designing health records monitoring and evaluation tools;
Carrying out health records and information systems review;
Designing medical and surgical indices;
Providing advice on disclosure, confidentiality, security and exchange of health records and information;
Development of health records standard operating procedures (sops);
Conduct staff performance appraisal in health records and information management;
Facilitating design and implementation of medical records forms;
Training, supervising, guiding and mentoring of staff and trainees;
Analyzing health data and compilation of reports;
Dissemination of clinical data reports;
Coordinate quality management systems and occupational health safety audits in the units;
Attend various departmental and hospital multidisciplinary committee meetings;
Oversee charging of all Health Information Services;
Prepare departmental budget and procurement plan;
Monitor the implementation of procurement plan in line with set laws; and
Participate in departmental Technical Evaluation Committees.
Qualification & Experience
Master's Degree in any of the following disciplines; Health Records and Information Management, Health Systems Management, Health Informatics, Information Science; Information Technology or equivalent qualification from a recognized institution;
Bachelor's Degree in Health Records and Information Management or equivalent qualification from a recognized institution;
Minimum eight (8) years relevant experience, with not less than three (3) years' experience in a supervisory capacity;
Leadership/Management course lasting not less than four (4) weeks from a recognized institution;
Registration with a relevant professional body;
Proficiency in computer applications
