Position DescriptionThe Senior Program Officer will serve as the project's principal contact point working with Government and other stakeholders to ensure high levels of coordination while nurturing relationships with all key stakeholders on matters administration, financial and programs related to the project. The incumbent will supervise technical and administrative staff and oversee the work of the project partners to ensure a one-team collaborative approach.Job Responsibilities:-Provide strategic direction and guidance to partners and staff on technical activities, including activities aimed at preventing GBV at community, county and national levelsBuilding the capacity of key stakeholders to respond to GBV, supporting recovery and empowerment of GBV survivors.Provide direction and guidance to sub recipients and staff on compliance issues, procurement standards/ requirements and other administrative, financial, HR and logistical enquiries.Provide technical support to the design and capacity strengthening of Gender Equality and Social Inclusion programs including cross-cutting themes.Lead development of annual work plans and budgets in collaboration with the project team leads and relevant government counterparts to ensure accountability, accuracy and timely reporting of all project activities and financial deliverables.Ensure Proper Planning and Coordination of all activities while observing compliance to donor regulations, policies and guidelines as well as local laws and regulations.Track activity progress and outcomes, support the documentation of learning, and prepare regular progress reports while ensuring timely and accurate submission to the donor and other stakeholders.Ensure compliance with USAID and other donor rules and regulations as well as local laws and regulationsCreate a collaborative, high participatory work environment that allows staff and activities to adhere to risk-management systems and adopt quick response to complex and high risk changing environmentsDevelop, co-create and implement proposalsRepresent, Coordinate and Participate in technical, policy and programmatic fora.JOB SPECIFICATION AND OTHER INFORMATION RELATED TO THE JOBLevel of Education/Academic qualificationMaster's degree in the field of Social science, Gender studies, International development, Public Health or related social science discipline.Experience in leadership positions involving direction over relevant gender, governance or SGBV programs.Other RequirementsFamiliarity with USAID programming, rules and regulations; experience in managing USAID funded programs in Kenya and/or Africa is desired.Experience working with youths-centered activities preferredStrong Project Planning and Team Management skillsDemonstrated experience in new business development (Scoping, consortium building, proposal writing, budgeting among othersExcellent oral and written communication skills in English.Flexibility to travel to other duty stations.
