Working inpartnership with hiring managers, they will provide direction on sourcingtechniques, recruitment, hiring and tracking of all ongoing recruitment. TheRecruiter will be responsible for developing and maintaining a large network ofcurrent and potential candidates for key positions and for workingcollaboratively with other specialists, ensuring IRC Kenya can identify andsecure impactful / high potential staff in alignment with IRC's StrategicAmbitions, including the Gender, Equality, Diversity and Inclusion (GEDI)action priorities. The Recruiter will also lead internal staff mobility andsupport with workforce planning.Responsibilities:Participate in the development,planning, and implementation of recruiting activities designed to enhance IRCKenya's' ability to attract and retain qualified candidates.Handle full-cycle recruitment processand directly recruit mid-level to senior-level positions; develop candidaterosters, employ innovative sourcing strategies, actively network and employinnovative, creative recruiting methods to find competent and organizationalfit candidates and prospect for new opportunities.Review Job Descriptions whensubmitted for advertisement for quality purposes.Form and maintain a collaborativerelationship with key internal teams at the country level including countryprogram HR staff and hiring managers, to understand their departments andbetter understand their hiring needs and job specifications.Participate in planning andproposal development processes, ensuring that staffing and managementstrategies are realistic and reflective of the existing talent pool.Utilize local job boards incounties, support in social media initiatives and apply innovative sourcingmethods to support recruiting objectives. Develop and release job postings onplatforms, such as social media and job boards with a focus on providing adiverse candidate slate.Partner with universities,colleges, peer agencies, among others to be able to source for qualifiedcandidates.Take on recruiting initiatives tosupport the people and culture strategy while guaranteeing adherence to locallabor regulations and donor requirements.Provide an efficient andhigh-quality experience for every candidate from application stage to offer.Screen resumes and prospects,qualify, interview and handle candidates throughout the selection process fromprepping before interviews to assisting with final offer negotiation, includinga robust reference and background checks.Maintain a database of candidaterecords, including active and passive prospects, hired and fired employees, andother candidate relationships.Support in reviewing processes onmanaging casual and volunteer workers within the IRC Kenya and support inreviewing recruitment and mobility guidelines in the country program. Developcountry program capacity to attract and retain highly qualified candidates,consistent with IRC's GEDI objectives.Gain a deep understanding of IRC'sprograms and operations, in order to provide outstanding talent sourcing,recruiting, and hiring in partnership with hiring managers.Create and maintain talent poolsand pipelines using IRC's global Applicant Tracking System (ATS) – Cornerstone.Coordinate regular training forhiring managers, and other HR recruiting staff.Maintain up to date recruitmenttracking records. As needed provide analytical reports on recruitment andselection related data, metrics and trends on a regular basis to support indecision-making, workforce planning and development.Responsible for handling internalmobility for the Kenya Country Program in compliance with IRC Mobility Guidelinesand organizational best practices.Take an active role in workforceplanning for the country program. Resolving workforce demand and supply,identify resource and proficiency gaps and develop workforce plans to addressthe gaps.Responsible for maintainingrecruitment and selection panelists' interview notes and administrative recordsfor each filled post in the country program.Additional responsibilities in theremit of the role may be added according to the function.Key Working RelationshipsPosition Reports to: DeputyDirector - Human Resources, Kenya Country Program.Position supervises: Recruitment Associate.Other Internal contacts: All staff anddepartments within the Kenya Country Program.QualificationsBachelor's /Post Graduate degreein Business, Human Resources or related field.5 years of experience withrecruitment and/or Talent Management.Member of Institute of HumanResources and Certified HR professional.Experience working with anApplicant Tracking System.Experience with handling internalmobility.Experience working for an INGO isan added advantage.Ability and willingness to travelto the field sites.Strong management, coaching andmentoring skills required.Strong organizational skills aswell as interpersonal skills.Ability to work in a fastpaced/changing, deadline-oriented environment.Solid presentation and interpersonalskills and ability to convey information effectivelyReal interest in capacity buildingand provide technical support and guidance to hiring managers and colleagues onall recruitment and mobility matters.Experience providing trainings andstaff development is a plusProven sense of professionaldiscretion, integrity, and ability to run situations diplomatically and toeffective resolution.Fluency in English is essential.Standards of ProfessionalConduct: The IRC and IRC workers must adhere to the values and principlesoutlined in IRC Way - Standards for Professional Conduct.
